A development application has to be properly made before the assessment process begins. Being properly made requires the approved form, the owner's consent where the applicant is not the owner, the supporting material, and the relevant application fee. Miss the fee and you have not lodged an application; you have sent the council some documents.

The consequence is timing. Every statutory period downstream — the information request stage, notification if the application is impact assessable, the decision period — runs from a properly made application. A fee paid a fortnight late is a fortnight added to the end.
For searches and certificates, Gold Coast states that fees are payable for all search requests and are paid on submission, online by credit card or at a customer service centre. Postal lodgements require a cheque, money order or bank draft payable to City of Gold Coast.
This is a genuine difference from Brisbane, which for many application types calculates the fee from its schedule after lodgement rather than requiring it up front. Planning and development certificates, priced by land value
Gold Coast prices its planning and development certificates differently from most councils, and it is worth knowing if you are doing due diligence on a purchase.
Rather than a flat fee per certificate type, council's fee structure for these certificates is primarily based on land valuation. The lower fee applies to properties valued under $1,000,000, and the higher fee to properties valued at $1,000,000 and above. There is an exception worth noting: for sites containing only a single detached dwelling, the lower fee applies in all cases.
